过去一年,我国基本养老保险覆盖人群规模继续扩大,受新冠肺炎疫情影响,当期基金收入小于支出,累计基金结存规模下降。城镇职工和城乡居民的养老金水平均得到提高。贫困人员养老保险应保尽保政策进一步严格落实,阶段性“减免缓”缴费措施为企业和个人减轻了缴费压力,基本养老保险基金省级统收统支如期全面实现,中央层面国有资本充实社保基金工作全面完成。下一步,应综合施策稳步推进基本养老保险全国统筹,大力解决多层次养老保险体系发展不平衡不充分问题,促进二、三支柱的规范发展,系统研究科学合理的延迟退休方案和相关配套政策,推动建设更加均衡高效的养老保险制度。
<<In the past year,the size of the population covered by China’s basic pension insurance continued to expand,affected by the COVID-19,the current fund income was less than the expenditure,and the cumulative fund balance declined in size. The pension levels of both urban workers and urban and rural residents have been increased. The policy of guaranteeing the old-age insurance for the poor has been further strictly implemented,and the phased reduction and exemption measures have reduced the payment pressure for enterprises and individuals. The provincial unified collection and expenditure of the basic old-age insurance fund has been fully realized on schedule,and the work of enriching the social security fund by state-owned capital at the central level has been fully completed. The next step is to steadily promote the national coordination of basic pension insurance with comprehensive measures,vigorously address the unbalanced and insufficient development of the multi-level pension insurance system,promote the standardized development of the second and third pillars,systematically study a scientific and reasonable delayed retirement program and related supporting policies,and promote the construction of a more balanced and efficient pension insurance system.
