Based on the analysis of the current situation，this report summarizes the construction of new infrastructure and urban population carrying capacity，social governance capacity，industrial competitiveness，cultural capacity and ecological support，and puts forward countermeasures and suggestions on “five innovations”，“three increases”，“three melts” and “three modernizations”.
