On the basis of implementing special projects such as “Double Hundred Actions” and “Demonstration Action of Science Reform”，the reform of state-owned enterprises has started to implement “Three-year Actions”，improving the modern enterprise system with Chinese characteristics，implementing the duties and powers of the board of directors，implementing the tenure system and contractual management of managers，and deepening the three system reforms. For some time to come，the reform of state-owned enterprises，especially the implementation of the “Three-year Action”，should be strengthened to ensure the realization of the set goals.
