Faced with the unprecedented great changes in the world in a century，chemical cities are actively innovating and seeking changes. They made a layout in the fields of “interruption”，“refinement”，“connection”，“innovation” and “height”，and formed three construction directions：inheriting the original path of industrial development，upgrading the new path of industrial development and breaking the old path of industrial development，so as to accelerate the transformation to a new chemical city. Jilin city should take such measures as building three bases of raw materials，products and application of carbon fiber industry，building an all-round open and innovative platform of carbon fiber industry，and promoting the reform of market driven mechanism of carbon fiber industry，so as to build the carbon fiber industry highland in China.
