“十三五”时期,事业单位人事制度改革稳步推进,人事管理体制机制不断健全完善,在公开招聘、岗位管理、收入分配、评价与奖惩、回避与培训、创新创业支持和领导人员管理等方面的制度改革与建设取得较大进展。当前,在公开招聘、岗位设置、聘用合同管理以及人员激励、考核评价、行政监督等领域仍存在系统性不到位、科学性不足、精准性不够、可操作性不强等问题。“十四五”期间,事业单位人事制度改革的重点是在持续推进人事分类管理和审慎落实事业单位人事管理自主权的基础上,不断健全和完善事业单位人事管理制度体系。
<<During the “13th Five-Year Plan” period,the reform of the personnel system of public institutions has been steadily promoted,the institutional mechanism of personnel management has been improved,and greater progress has been made in the reform and construction of the system of open recruitment,job management,income distribution,evaluation,reward and punishment,recusal and training,support for innovation and entrepreneurship,and management of leadership personnel. At present,there are still some problems in the fields of open recruitment,post setting,employment contract management,personnel incentive,assessment and administrative supervision,such as inadequate systematicness,insufficient scientificity,insufficient accuracy and weak operability. During the “14th Five-Year Plan” period,the focus of personnel system reform in public institutions is to continuously improve and perfect the personnel management system in public institutions on the basis of continuously promoting personnel classification management and prudently implementing the autonomy of personnel management in public institutions.
