<<Building a national innovative city is of great significance. Talent is the key to the construction of national innovative cities，and determines the path and effectiveness of the construction of innovative cities. This paper sorts out the typical policies，practices and regional characteristics of talent development in some cities in recent years in the construction of national innovative cities，analyzes the institutional content of talent development，and summarizes the new dynamics of talent development. The above analysis helps to further improve the policy of talent development and better promote the construction of innovative cities.
