    2005~2021年中国科技人力资源发展状况分析

    摘要

    经过持续努力,我国已成为世界科技人力资源规模最大的国家,且科技人力资源的结构不断优化、质量不断提升。但我国科技人力资源依然面临人均指标偏低、结构性短缺、学历层次偏低、基础研究和产业人才培养不足、潜力发挥有待挖掘等问题。为促进我国科技人力资源的持续发展和作用发挥,建议加强科技人力资源的培养和吸引,提高培养质量,构建良好环境,在保持总量优势的同时,促进科技人力资源的潜力发挥,提高科技人力资源对科技创新的支撑能力。

    Abstract

    Science and technology human resources reflect the reserve level and supply capacity of science and technology manpower in a country or region. Through continuous efforts,China has become the world’s largest country in terms of human resources in science and technology,and the structure is constantly optimized and the quality is constantly improved. However,China’s science and technology human resources are still facing low per capita indicators,structural shortage,low education level,insufficient training of basic research and industrial talents,and potential to be exploited. In order to promote the sustainable development and role of China’s science and technology human resources,it is recommended to strengthen the cultivation and attraction of science and technology human resources,improve the quality of cultivation,build a favorable environment,and continuously promote the potential of science and technology human resources and improve the ability to support science and technology innovation while maintaining the advantage of the total amount.
