With the advent of the digital economy，the scientific quality and skill level of urban workers have steadily improved while the content structure has also undergone new changes，and digital skills have become an important part of it. On the basis of summarizing the basic situation of scientific quality and skill level of urban workers，upgrading practices and situation，this paper puts forward the basic trend of improving the scientific quality and skill level of urban workers from eight aspects，including strengthening employment priority policy，playing the role of industry promotion，highlighting the main position of enterprises，accelerating policy and mechanism innovation，attaching importance to digital skill upgrading，using information technology means，strengthening platform carrier construction and mobilizing social force participation.
