Based on the medium and long-term Youth Development Plan（2019-2025），the development goals and measures of 20 development policies and social security analyze the development environment，labor rights protection，social security，housing and rights and interests. The study found that the Guangzhou youth development environment and social security are generally good，the high social insurance participation rate，and the satisfaction of development environment and social security，but the labor rest and vacation and security still need to be improved，and the common youth housing difficulties need to be solved. Based on the analysis of the questionnaire data，the report puts forward countermeasures and suggestions on four aspects：improving the youth development policies and social security system，the youth labor rights and interests，the solution of youth housing difficulties and the effective protection of their rights and interests.
