我国人口总量保持增长态势,人力资源的产业分布继续优化,人口受教育程度、城镇化水平、保障水平不断提升,全员劳动生产率平稳增长,科技、教育、卫生人才队伍规模不断壮大。但伴随人口老龄化加速发展的趋向,劳动年龄人口呈现持续减少态势。面对新时代人力资源发展的新形势新变化,需要积极采取应对措施,着力推动人才政策积极开放、人才服务精准高效,不断健全职业教育培训体系、推动乡村振兴人才队伍建设、加强老年人力资源开发、推进人力资源服务产业发展。
