    2020~2021年中国人力资源状况及事业发展

    摘要

    本报告从人力资源基本状况、人才工作进展、公共部门人事制度改革、就业创业、收入分配、社会保险、劳动关系、人力资源服务业等方面介绍了2020年至2021年上半年我国人力资源发展的总体情况,并就人力资源发展如何应对今后一段时期面临的新挑战做了展望。总体而言,我国人口总量保持惯性增长并进一步向经济发达地区和城市群集聚,人力资源素质持续改善,人才发展体制机制和公共部门人事制度改革进一步深化;就业形势持续改善,重点群体就业好于预期,数字经济带来的就业结构转型进一步加快;居民人均可支配收入小幅增长,城镇单位就业人员工资保持总体增长态势,城乡居民收入差距缩小,各项社会保险覆盖面进一步扩大,待遇水平稳步提高,经办服务逐步优化,和谐劳动关系构建持续推进,争议调解仲裁能力和质量不断提升,劳动保障监察成效明显;人力资源服务行业规模不断扩大,服务功能不断完善,集聚效应不断显现,对外开放深入推进,行业价值日益提升。立足新发展阶段,需要以支撑和引领高质量发展为核心,加快人力资源供给侧改革;进一步强化实施就业优先战略,着力抓好重点群体就业;促进共同富裕,筑牢新就业形态劳动者权益保障“底线”;稳步推进社会保险制度改革,促进和保障人力资源充分开发;对标就业优先战略和人才强国战略需求,推进人力资源服务高质量发展。

    Abstract

    This report introduces the overall situation of China’s human resources development from 2020 to the first half of 2021 from the aspects of basic situation of human resources,progress of talent work,reform of personnel system in public sector,employment and entrepreneurship,income distribution,social insurance,labor relations and human resources service industry,It also looks forward to how human resources development should deal with the new challenges in the future. In general,the total population has maintained inertial growth and further clustered in economically developed areas and cities,the quality of human resources has been continuously improved,and the reform of talent development system and mechanism and public sector personnel system has been further deepened;The employment situation continued to improve,the employment of key groups was better than expected,and the transformation of employment structure brought about by the digital economy was further accelerated;The per capita disposable income of residents increased slightly,the wages of employees in urban units maintained an overall growth trend,the income gap between urban and rural residents narrowed,the coverage of various social insurances was further expanded,the treatment level was steadily improved,the handling services were gradually optimized,the construction of harmonious labor relations was continuously promoted,and the ability and quality of dispute mediation and arbitration were continuously improved,Labor security supervision has achieved remarkable results;the scale of human resources service industry continues to expand,the service function continues to improve,the agglomeration effect continues to appear,the opening to the outside world is further promoted,and the industry value is increasing day by day. Based on the new development stage,we need to accelerate the supply side reform of human resources with supporting and leading high-quality development as the core;further strengthen the implementation of the employment priority strategy and focus on the employment of key groups;promote common prosperity and build a “bottom line” for the protection of workers’ rights and interests in the new form of employment;steadily promote the reform of the social insurance system and promote and ensure the full development of human resources;target the strategic needs of giving priority to employment and strengthening the country with talents,and promote the high-quality development of human resources services.
