Building a zero carbon city is an important part of achieving the goal of “carbon peak and carbon neutralization”. This report estimates and analyzes the total carbon emissions of Jilin Province and cities，puts forward the C·I·T·Y strategy suitable for the construction of zero carbon cities，and constructs a strategic system including CYCLE、INTERACTIVITY、TECHNOLOGY、YARD、CREATURE、INTEGRATION、TARGET、YIELDING、CULTURE、INNOVATION、THINKING、YOUTH. Then it puts forward relevant countermeasures and suggestions，including increasing investment in carbon governance in population inflow areas，strengthening accurate monitoring and governance of key carbon emission industries，accelerating the construction of carbon absorption functional areas inside and outside the city，and coordinating the production and application of smart energy，scientific and technological energy and non-carbon energy.
