    2021年山东省政府互联网服务能力研究报告

    摘要

    随着信息技术逐步普及,互联网正在深刻改变着地方政府互联网服务模式。近年来,山东省政府持续推进“互联网+政务服务”工作,切实提升本地政府互联网服务能力。本报告分析山东省及其下辖地级行政区政府互联网服务能力的亮点。经过对比分析发现,山东省地方政府互联网服务平均总得分为79。75分,位居31个省份第十名。下辖16个地级行政区政府互联网服务能力的评估数据显示,青岛市、济南市、烟台市和临沂市政府互联网服务能力得分排名位居全国优秀行列。山东省政府互联网服务能力的提升得益于四方面成功实践:一是坚持以人为本,打造“24小时不打烊”网上政府,做到政府公共服务在互联网上获取的便利化、均等化及普惠化;二是全面贯彻深入“互联网+政务服务”,高质量建设一体化在线政府服务便民平台,推动线上线下深度融合;三是全面推动数据创新应用,统筹构建省市一体化大数据平台,搭建一批“数据可用不可见”的公共数据服务中台;四是全面夯实数字化基础支撑,实施数字政府“强基”工程,完善政务云网络布局,提升政府政务云的服务层次。

    Abstract

    With the gradual popularity of information technology,the Internet is profoundly changing the service model of local government. In recent years,the Shandong provincial government has continued to promote the work of “Internet plus government services” to effectively improve the Internet service capacity of local governments. This report analyzes the highlights of the Internet capability of Shandong province and its prefecture-level municipal governments for reference. According to the comparative analysis,the average score of Local government Internet services in Shandong was 79.75,ranking 10th among 31 provinces (including municipalities directly under the central government). According to the Internet service capability evaluation data of 16 prefecture-level municipal governments under its jurisdiction,the Internet service capability scores of Qingdao,Jinan,Yantai and Linyi governments rank among the best in China. The improvement of Shandong provincial government’s Internet service ability benefits from four successful practices:first,adhere to people-oriented policy,creating a “24-hour online government”,and realize convenient,equal and universal access to government public services. Second,comprehensively deepen the Internet plus government services initiative,develop an integrated online government service platform at a high level,and promote in-depth integration between online and offline services. Third,comprehensively promote the innovative application of data,coordinate the construction of provincial-level integrated big data platforms,and build a batch of public data services platform where “data is availability but invisible”. Fourth,comprehensively consolidate the digital foundation,implement the “strong foundation project” for constructing digital government,optimize the layout of government cloud nodes,and improve the level of government cloud services.
