产业园是为适应中国市场经济发展而兴起的新兴市场竞争主体，是地方经济发展的主要承载平台。本文按照产业集聚的发生逻辑，对比分析了制造基地型集聚中心、围绕龙头企业形成的产业链集聚中心、产业高地型企业集聚中心、产业承接集聚模式、政策推动型的产业聚集模式，指出需要从经济发展、公共服务、社会发展、产业合作和创新发展五个大的维度来评估产业园综合实力。“经济发展”权重突出标志着产业园尚处于“初始培育阶段”，“公共服务”权重突出标志着产业园处于“快速成长阶段”，“社会发展”和“产业合作”权重突出标志着产业园处于“稳定发展阶段”，“创新发展”权重突出标志着产业园已经处于“创新升级阶段”，最后再通过地方政府产业园政策对产业链的覆盖度来研判产业园综合实力。
<<Industrial park is the emerging market competition main body that adapts the development of Chinese market economy，and it is the main bearing platform of local economy development. In accordance with the logic of industrial agglomeration，this paper compares and analyzes the industrial development center of the manufacturing base，the industrial chain agglomeration center around the leading enterprises，the industry agglomeration model of industrial undertaking agglomeration and the policy-driven industrial agglomeration model，and points out that the industrial park should be evaluated through the five dimensions of economic development，public service，social cooperation and innovation development，and that the industrial park is in the initial stage，and public service.
