This paper starting from the characteristics of smart contract，analyzes the security risks of smart contract as a kind of liquidity transaction carrier. On the one hand，we should strengthen the security protection of smart contract for transaction，on the other hand，we should also pay attention to the security risks of smart contract itself and its distribution and transmission process，Only in this way we can form a positive closed loop that promotes each other. Finally，from the technical point of view，this paper gives the Trusted Distribution Management Platform（TDMP） construction scheme and security system based on security module for smart contract. It is believed that with the blockchain economy developing，smart contract has great advantages at large-scale cooperation，value measurement，value distribution，value storage and value settlement. By building TDMP for smart contract，large-scale cross-border cooperation in public affairs can become feasible，credible and more efficient.
