In 2010，China’s rural social and economic development keeps its momentum of stable growth. On the one hand，the grain production increases steadily；on the other hand，peasants’ income grows by a dramatic magnitude. Also，the process of urbanization and the innovation on agricultural production mode facilitate significant changes on the structure of peasants’ population. Meanwhile，the transferability of land ownership and land-use right is the core of the distribution of land related property rights，which is the most significant event in the rural society. Further，at the grass-root level，the conflict between government officials and peasants becomes more and more apparent. In 2011，the development of the rural areas should focus on the organizational change regarding the agricultural production. And we should be aware of the possible injustice in the process of land-use transformation from farmland to industrial land. Therefore，we should reinforce asset management for collectively owned properties.
