Social development is an important part of the theoretical system of “Socialism with Chinese Characteristics”. Since China adopted the “opening up policy”，our country has adhered to the great emphasis on economic construction. To these days，the issue of social construction has been raised to a prominent position and has been given special attention. This becomes an essential requirement when China’s social and economic development moves forward to a new stage. Compared to economic construction，social construction is a relatively new area without a complete theoretical framework. The paper attempts to propose a theoretical design for social construction framework. The main focuses of the paper include the important components of social construction，its organizational architecture，guarantee on resources，and the priority of our future work.
