2010年是中国教育改革的筹划布局之年,各项国家文件密集出台。经两年之久制定的《国家中长期教育改革和发展规划纲要(2010~2020年)》、《国家中长期人才发展规划纲要(2010-2020年)》均已颁布。10月中共中央举行十七届五中全会,11月公布《中共中央关于制定十二五规划的建议》,面向未来的教育改革的价值、方针、目标、任务已基本确定。中国正在由“穷国办大教育”向“大国办强教育”转变,由人口大国向人力资源国转变。应正确认识和处理发展、改革、开放的关系,通过体制机制创新解决教育领域存在的问题。
<<China’s education reform has arrived at a critical point in 2010. This year is a year of strategic planning for China’s education development and reform,for extensive administrative regulations have been promulgated and put into effect. After two-year’s research and deliberation,the Framework of National Mid- and Long-Term Education Reform and Development Planning (2010-2020) has finally been announced. At the same time,the Framework of National Talents Project was also published. In October,the Central Committee of the Chinese Communist Party (CCCCP) held its 5th plenary session of 17th CCCCP. In November,the CCCCP published its Recommendation on the Drafting of the Twelfth Five-Year Plan,which finalized the value,principle,goals and targets of China’s further education reform. In the past decades,China,as a developing country,carried out an all-inclusive type of education. In the future,China,as a newly emerging power,will transform its education towards a system focusin on cultivating high-level human resource. And China will also transform from a country of labor towards a country of talents. Chinese education reform is moving forward,which requires us to keep the balance among development,reform and openness. And we should try to solve various education related issues through innovation in a systematic way.
