This report reviews and summarizes the basic development stages of Dongguan’s collective economy and typical practices. The collective economy is faced with such prominent problems as the high intensity of land use，the difficult transformation of industrial parks，inadequate infrastructure supply，heavy social burden，unbalanced access to public services，inadequate incentives for cadres and mismatch between financial powers and the authority of office. In response Dongguan has made solid efforts to promote reform and innovation in such areas as urban renewal，the use of rural collective land for construction，rural collective asset administration，comprehensive rural pilot reform，and implementation of the rural revitalization strategy. To promote the high-quality development of rural collective economy，this report suggests giving plans a bigger guiding role，putting idle land into good use，increasing the value of property，pooling surplus funds，cultivating specialty industries，increasing farmers’ income，improving the property rights system，and capacity building of cadres.
