Embedding “Party building” into “economic development” （the development of rural collective economy） and “social development” （primary-level social governance） is the “engine” to drive us toward both economic and social goals. This report takes eight villages （neighborhoods） in Dongguan as examples，establishes the research path of “Party building-development of collective economy-primary-level social governance，” and analyzes and evaluates the challenges and difficulties faced by the development of rural collective economy in Dongguan，and how Party building drives the development of new-type collective economy and the modernization of primary-level governance of collective economy. The findings are as follows：（1）The development of rural collective economy in Dongguan is restrained by weak growth points，heavy burden of public services and policy constraints. （2）While developing the new-type rural collective economy under the guidance of Party building. The city has identified the alignments between Party building and the development of collective economy，assigned suitable Party members to take the lead in developing the collective economy，constructed a development model of “Party building plus the new-type collective economy，” and improved the support mechanism for developing collective economy to promote its high-quality development. （3）The new-type rural collective economy reciprocates by advancing the modernization of village governance，and thus a social governance pattern featuring co-construction，common governance and shared benefits is formed.
