Rural revitalization is the fundamental solution to solve the problems facing agriculture,rural areas and farmers,and village-level organizations are the main force to promote the rural revitalization in all respects. This report gives an in-depth analysis of the current operation of village-level organizations in Jiaxing in terms of their roles in the reform and development concerning agriculture,rural areas and farmers,typical cases and existing problems,and puts forward suggestions on how to strengthen the village-level organizations in the next step. (1)The organizational structure should be strengthened to make them more competitive. The core role of rural primary-level Party organizations should be fully leveraged to promote “grid management and clustering services.” (2)The collective economy should be developed to better support village-level organizations. We should further the “enclave” clustering development model,develop high-standard and high-yield property projects,guide and promote village collectives to put idle and low-efficient collective assets into good use,and develop dominant specialty industries on idle land. (3)Social governance should be strengthened to enhance cohesion. We should combine autonomous governance with the rule of law and the rule of virtue,and improve the mechanism of “one convention,two sessions and three groups” and the quality of rural governance. (4)Public services should be improved to strengthen the soft power. The village-wide environment should be improved,including rural public culture and public services. (5)The rural reform should be continued to stimulate vitality. We shall extend the reform of streamlining government services into rural areas,continue the reform of the rural property rights system and of the mechanism of channeling fiscal and financial resources to support agriculture,and promote the establishment of a mechanism for increasing farmers’ income.
