As a pilot area of the second-round rural reform in Jiangsu Province，Gaochun District of Nanjing piloted innovation in the long-term development mechanism of the village-level collective economy. While guaranteeing the interests of the collective economy，it has explored the cooperative operation mode to increase income via multiple channels，and ensured the dominant role of rural collective economy. The pilot practice can be replicated. The practice is innovative in the following aspects：（1）Village collectives lead the transfer of land use rights and rely on cooperatives，agricultural enterprises and e-commerce platforms to increase the income of both village collectives and farmers. The land shareholding cooperatives offer the “second dividend” and the “guaranteed dividend” per stock，and clarify the property rights relationship between the village collective and the farmers. （2）The mixed economy is developed to diversify the income sources for the village collective. The “equity plus talent” model is explored，and local experts with business sense and skills and leading agricultural enterprises are introduced in as shareholders. （3）Collective assets and resources are put to good use，and property management projects developed. A total of 64 underdeveloped villages have bought property together for shared development.
