Since the middle and late 1980s,Guangdong Province has been actively exploring new paths for developing rural collective economy. On the basis of strengthening policy innovation and collective-asset supervision,it has made effective use of rural collective assets and resources,constantly improved the operating mechanism of rural collective economy,and comprehensively advanced the reform of rural collective property rights system. These efforts have given birth to a large number of collective economic organizations with an astronomical amount of assets,sound economic returns,stable operation and strong service ability. But there are still some difficulties and problems:the lack of legal support for the operation and administration of rural collective economic organizations,unbalanced and inadequate development of rural collective economy,the heavy public burden on the shoulders of rural collectives,and the challenge of balancing collective interests and individual interests and increasing farmers’ property income. To deal with the current difficulties,the report puts forward some policy suggestions such as strengthening the legislative support and policy support,deepening the reform,and improving the distribution system and the incentive mechanism.
