2020年,中国旅游业遭受了新冠肺炎疫情的冲击而整体进入“休眠期”,旅行社业受疫情影响也发生了巨大的变化。春节期间,旅行社业务全面停摆,随之而来的是退订、退款等问题,其总体安全状态较为紧张,主要特征表现为:安全事件类型集中,旅游淡旺季与节假日效应不再突出;在线旅游安全形势严峻,以退款为主的旅游纠纷凸显;旅游企业生存艰难,旅行社注销量超过一成。展望2021年,出入境旅行社业务基本停滞,在线旅游企业将继续引发关注;政府应当加强宏观调控,增强对旅行社业的引导和监管;旅游行业应该建立旅游危机管理机制,构建旅游危机治理体系;旅行社应优化企业组织管理架构,积极开展旅游产品创新设计和从业人员服务培训;旅游者也应当结合疫情发展情况树立正确的旅游消费理念,强化安全出行意识。
<<In 2020,China’s tourism industry was impacted by the novel coronavirus pandemic and entered a “dormant period” as a whole. The travel agency industry has also undergone tremendous changes due to the epidemic. During the Spring Festival,the travel agency business was completely shut down,followed by the problems like cancellation and refund. The overall security status was relatively tense. The main characteristics are:the types of security accidents are concentrated,low and peak seasons in tourism and holiday effects are no longer significant,the security situation of online tourism is severe,and travel disputes based on refunds is prominent. Tourism companies are struggling to survive,with more than 10% of the write-offs of travel agencies. Looking forward to 2021,overseas tourism market will continue to be frozen,and online tourism enterprises will continue to draw great attention. The government should strengthen macro-control,at the same time,enhance guidance and supervision of travel agency industry. Tourism industry should establish tourism crisis management mechanism and crisis management system. In addition,travel agencies should optimize the organization and management structure of enterprises,actively carry out innovative design of tourism products and service training of practitioners. More importantly,tourists should also establish a correct concept of tourism consumption based on the development of the epidemic situation and strengthen the awareness of safe travel.
