This study referenced relevant studies and combines with actual development status of Chengdu’s open economy，and constructs an index system of ueban opening capacity. It includes 3 dimensions，and 27 three-level indexes. Then，this study compares and analyzes the differences of opening capacity between Chengdu and Shanghai，Shenzhen，Guangzhou，Wuhan and Chongqing. On this base，this study gives forward some suggestions for Chengdu to further improve its opening capacity. It is to develop high value-added industries，foster local private multinational enterprises，build a source of scientific and technological，promote coordinated opening-up and build a source of international standards.
