This report aims to analyze the TOP 10 cities in the overall development index of cultural tourism，namely Beijing，Shanghai，Wuhan，Shenzhen，Chongqing，Chengdu，Guangzhou，Nanjing，Xian and Hangzhou. The overall performance of cultural tourism development in the top ten cities is excellent，but there are still imbalances and uncoordinated phenomena within them. Beijing and Shanghai are far ahead，and Beijing’s cultural，tourism and cultural and tourism integration industry index ranks first in the country；Shanghai’s culture，tourism and cultural tourism integration rank second in the country；due to the COVID-19 epidemic，Wuhan’s urban influence has been greatly improved，making it rank third in the country；Shenzhen’s cultural development potential and tourism development potential index rank second，which shows that Shenzhen has a strong development momentum；Xian’s cultural and tourism integration industry has performed well，and its cultural and tourism resources integration ranks first in the country；the construction of digital cultural tourism in Hangzhou is good，thus enhancing the influence of Hangzhou at home and abroad.
