Grass-roots popular science facilities refer to the general name of science popularization facilities such as science popularization venues，popular science propaganda columns and other popular science facilities built in the administrative divisions of counties （cities，districts and banners） and below counties in China. Grass-roots popular science facilities are the basic popular science resources in China，which provide support and guarantee for the development of grass-roots popular science activities. Strengthening the construction of grass-roots popular science facilities is an urgent requirement to implement the party’s and the state’s science popularization policies and regulations，and to enhance the national science popularization ability. It is also an important means to ensure the continuous improvement of citizens’ scientific quality. Therefore，this paper makes a historical analysis and research on the construction and development of grass-roots popular science facilities in China，reflects its existing problems and development trend，and puts forward suggestions from strengthening leadership，overall planning，vigorously developing hardware and actively building software.
