In 2020，China has achieved major strategic results in the fight against the COVID-19，and significant progress has been made in the construction of health rule of law. In order to quantitatively evaluate the construction of the rule of law in the field of health and its tracking progress，this report draws on the PMC index model method of text mining，refers to the text of legal norms，the latest developments of the party and the country’s policy documents，and relevant theoretical research results，and constructs the evaluation index system for construction of health rule of law from 9 dimensions，and apply the evaluation index system to comprehensively evaluate the health rule of law construction in each province in 2019 and 2020. The results are analyzed from three aspects：overall analysis，typical province analysis，and health rule of law dimension analysis，and policy recommendations in seven aspects are put forward.
