The northeastern region includes Heilongjiang，Jilin and Liaoning province. As the cradle of New China’s industry，the northeast is China’s main base for implementing the “priority development of heavy industry and catch-up strategy”. It has distinctive industrial characteristics and shoulders an important mission，and has made great contributions to the development of China’s economy. In recent years，the three northeast provinces have been suffering great downward economic development，the conversion of old growth drivers into new ones has been difficult，and the growth rate has slowed down. Although Chinese government has issued a series of major decisions to revitalize the old industrial base in the northeast，the task of revitalizing the northeast is still arduous. In 2020，the regional GDP of Heilongjiang Province，Jilin Province and Liaoning Province increased by 1.0%，2.4%，and 0.6% respectively and only the GDP growth rate of Jilin Province is slightly higher than the national growth rate （2.3%）. During the Covid-19 epidemic，the regional GDP of Heilongjiang and Liaoning province declined at a rate higher than the national level，which is related to the slow progress in the construction of service-oriented manufacturing system in the northeast，and the low penetration and relevance of the manufacturing and service industries. In the era of vigorous development of emerging industries such as digital economy，strengthening the digital transformation of cities and enterprises and supporting the upgrading and transformation of traditional manufacturing enterprises into service-oriented manufacturing is of great significance to the revitalization of the northeast，economic transformation and upgrading，quality enhancement，and high-quality development.
