China International Import Expo（CIIE）is a national-level platform to expand domestic demand，promote consumption，and facilitate mutual promotion between domestic and international circulations. Culture and tourism are part of important exchange and trading contents in previous CIIE sessions，with important functions and missions in serving the construction of a new development pattern in China. This report systematically analyzes the impact and challenges from the COVID-19 on development of international and domestic culture and tourism industries，profoundly expounds basic attributes and advantageous functions of culture and tourism industries in serving domestic and international circulations and promoting the forming of the new development pattern，and summarizes the 3^rd CIIE’s role in promoting culture and tourism-related fields in general. In addition，with the aim to further consolidate cultural exchanges and open cooperation functions，further promote domestic cultural and tourism consumption，further advance domestic regional cultural and tourism cooperation，further build online and offline circulations and further boost domestic and international circulations and promote the forming of the new development pattern，this report proposes ideas and suggestions on better promoting culture and tourism development and mutual promotion between domestic and international circulations.
