First，we analyze the problems in the development of service-oriented manufacturing，in terms of the unclear connotation and extension，unbalanced industry and regional development，difficult policy formulation and serious lack of statistical data，to clarify the necessity of establishing a service-oriented manufacturing standard system. Second，based on the standardized analysis of requirements，we establish a framework for service-oriented manufacturing standard system，which consists of basic general standards，common technical standards，management standards，business standards，application standards. Finally，the further work is proposed from top-level design，preliminary research，talent training，publicity and implementation，international exchanges and cooperation.
