Service-oriented manufacturing is a new industry form in which manufacturing and services are deeply integrated in the process of industrialization，and is an important direction for the deep integration of advanced manufacturing and modern service industries. The development experience of manufacturing powerhouses shows that the integration of manufacturing and services is a strong support for the manufacturing industry to move towards the high end. Facing the complex and changing international economic situation，the latecomers have no choice but to accelerate the pace of innovation，promote the transformation of enterprise production and operations and profit models using new technologies，new models，and new business formats，and break the curse of low-end lock-in of the industrial chain so that they can grow into an important force moving towards the high end of the industrial chain and promoting global industrial upgrading. Under the background of overall planning and multi-party efforts，China’s service-oriented manufacturing development has achieved positive results. The policy system is taking shape，the development level has been significantly improved，and the effect of development has gradually emerged. However，China’s development of service-oriented manufacturing still falls far short of the world’s advanced level. Problems still exist such as imperfect industrial ecology，flawed standard system，and general technologies that urgently require breakthroughs and innovations. During the “14th Five-Year Plan” period，new opportunities，new changes，and new challenges coexist. The development of service-oriented manufacturing should make use of the “14th Five-Year Plan” as an opportunity，take advantage of the trend and explore a new engine for sustainable development.
