In 2007，the development of social security is focused on coordinating urban and rural social security and quickening the construction of social security system which covers both urban and rural residents. The state increased pension for enterprise retirees，unemployment insurance benefits，subsistence allowances and other social security allowances. At the same time，the government set up an universal medical assistance system，strengthened protections of rights for peasant laborers and made social security play an active part of promoting social equality and harmony.
