The legal system is a historical process. At present in the state-and-social modern legal system, the legal system is a completely new affair with a certain limited space and comprehensive meanings, whose political way,administrative way and managerial way are in the historical transition. The current status of legal system construction in the community roundly reflects kinds of qualities of the whole State,the government and the whole society. We can clearly see the modern relations between power and right, and clearly feel the degree that public power merges with people's power through the current status of legal system construction in the community.
