people with disabilities are the target group of social security and public service provided by the state, and the social care to the PWDs is a strong indicator of social progress. The Provincial Committee of the CCP and the Provincial Government in Henan have launched a series of political, economic, and social strategies to promote the development and improve the livelihood of the PWDs, demonstrating the great care to the PWDs from the CCP and the state. However, because of the pure size of population with disabilities, and lags in social programs in this sector, plus a complicated social condition, the overall livelihood of the PWDs is still behind the average level in Henan, and this is particularly true in rural Henan, a tendency incompatible with a social policy emphasizing social equity and social justice. This paper argues that a shift in welfare rationale must be introduced and thus makes it possible to implement a more positive welfare policy by which the PWDs will be allowed to share the achievements of economic development, and the livelihood of the PWDs in Henan will be able to catch up with the average level along the way when the province is becoming a moderately wealthy society.
