In 2012, Henan province has increased the investment in basic construction of the people's livelihood further, and has achieved remarkable results. Its major experiences in basic construction of the people's livelihood are: adhering to the "people-oriented" and the principle of sharing, organic integration of wide and peculiar preferential policy, tying basic livelihood construction with strengthening and innovating social management, and so on. The characteristics that include respecting and protecting the people's livelihood rights, drawing on the wisdom of the masses, local conditions, gradual and orderly manner, key propulsion and so on are presented. However, there are still many problems of labor employment, income distribution, education services, medical service, housing, social insurance and so on. So the suggestion about promoting income by the development, promoting employment by entrepreneurship, promoting the upgrade by balance, and promoting health by health care reform is proposed pointedly. <<
