Many urban development experiences have shown that holding major festivals is of great significance to the improvement of the internationalization level of cities. Whether it is a foreign metropolis such as Los Angeles，Sydney，and Athens，or a domestic metropolis such as Beijing，Shanghai，Guangzhou，etc.，the international connection of urban functions can be realized through major international festivals. From this perspective，Luoyang has organized many activities in recent years，such as Luoyang Peony Cultural Festival of China，Heluo Cultural Tourism Festival，Central Plains International Cultural Tourism Industry Expo，International Ancient Capitals Forum，as well as the “Two Festivals，One Conference and One Forum” and so on. These activities have provided an important platform for Luoyang and even the entire Central Plains region. They are also good for expanding exchanges and cooperation with countries around the world. Major festivals have driven Luoyang’s all-round high-quality development，promoted the internationalization of Luoyang，and laid the foundation for Luoyang to establish itself as an international humanistic exchange center.
