The construction of an international humanistic exchange center is a long-term，comprehensive and complex project. It has to be carried out under the guidance of scientific top-level design. A reasonable strategic plan must be put forward and applied to specific indicator system. At present，research on the indicator system of international humanistic exchange center is mainly concentrated in the areas of urban internationalization indicator system and urban cultural indicator system. In terms of practice，Kunming City has proposed quantitative indicators in the process of building an international humanistic exchange center. To construct the indicator system of Luoyang as an international humanistic exchange center，it is necessary to start from the connotation，characteristics and standards of an international humanistic exchange center，to summarize relevant research results and successful experiences at home and abroad，to consider Kunming City’s experiences of building an international humanistic exchange center based on the reality of Luoyang City. We should also adhere to the principle of scientificity，systematics，characteristic，representative，data accessibility and comparability，and sustainability. The set-up of indicators should be operable and quantifiable. This article has selected four first-level indicators，namely，level of international exchange infrastructure，degree of city’s internationalization and habitability，ability to attract international elements，and international influence of human resources to examine the status of construction of international humanistic exchange center. This article has also selected 31 second-level indicators to explain and support the four first-level indicators. Among them，the level of international exchange infrastructure and city’s internationalization and habitability degree are the basic indicators for building an international humanistic exchange center，while ability to attract international elements，and international influence of human resources are indicators for fully measuring the apparent effect of the construction of international humanistic exchange center. In order to make full use of the established indicator system to promote the construction of international humanistic exchange center，this article analyzes the existing foundation of Luoyang City’s construction of international humanistic exchange center according to the selected 31 core indicators of four categories，and proposed specific suggestions in accordance with the implementation principles of a strategic plan.
