The construction of the international humanistic exchange center is the toughest test to Luoyang’s comprehensive strength. It not only requires Luoyang to promote the transformative development of the city through high-level opening-up in the economic field and enhance the overall strength of the city，but also requires Luoyang to make a difference in inheriting and innovating Chinese historical civilization through high-level opening-up in the cultural field. However，the current level of construction and utilization of open channels in Luoyang does not have the ability to promote the construction of international humanistic exchange center. We need to actively learn from the advanced experience nationwide and provincewide. We also need to make positive improvements in our software and hardware.
