The positioning of Luoyang as an international humanistic exchange center set by the Henan Provincial Party Committee and Provincial People’s Government is a full affirmation of the achievements made by Luoyang’s cultural tourism cause and cultural tourism industry. It is also a strategic plan for Luoyang’s future internationalization development. Since the reform and opening-up，Luoyang City has successively carried out the following projects：the construction of International Cultural and Historical City and of Innovation Zone for the Inheritance of Chinese Historical Civilization；the opening-up of international channels and ports；and improvement of international humanities exchanges ability. All these steps have laid a solid foundation for Luoyang to establish itself as an international humanistic exchange center. After the meeting of Accelerating the Construction of Luoyang’s Sub-center was held，the Luoyang Municipal Party Committee，Luoyang Municipal People’s Government and various governmental departments of all levels have taken several actions，including to compile and issue various cultural development action plans to provide policy support for the construction of international humanistic exchange center；publicizing the results of construction of international humanistic exchange center with the help of governmental and social organizations，newspapers and media platforms；actively carrying out various international and domestic cultural exchange activities to enhance the international influence of Luoyang culture. All these works have brought speedy progress for establishing Luoyang as an international humanistic exchange center in just one year. Although there are still shortcomings such as comprehensive strength gaps，weak industrial support，low degree of opening-up，weak urban attraction，insufficient international functions，lack of carrier platforms，lack of top-level design and imperfect promotion mechanisms，we will keep working hard in the following nine aspects to make sure the establishment of Luoyang as an international humanistic exchange center achieve faster development：to complete the top-level design as soon as possible；to strengthen the guidance of the Party and government for the construction of international humanistic exchange center；to further explore cultural resources；to consolidate the spiritual core of the international humanistic exchange center；to improve the carrier platform and broaden the channels of activities for the international humanistic exchange center；to clarify international communication objects and improve the pertinence of international humanistic exchange；to highlight distinctive advantages and strengthen industrial support；to deepen the opening-up and build an extensive cooperation system；to improve infrastructure and enhance international functions；to improve the comprehensive transportation facility system；to fully utilize modern publicity methods to expand Luoyang’s international influence；to implement the strategy of industrial cultural projects drive and expand cultural exchanges and cultural tourism competitiveness.
