With the change of the times and the continuous development of the market economy, China's existing state-owned enterprises' management and control models are increasingly unsuited to the needs of the new situation, especially state-owned enterprises engaged in fair competition in the international market. The problem of insufficient power is becoming increasingly prominent. How to solve this problem of state-owned enterprise reform, how to reform the state-owned assets management system, and improve the state-owned enterprise mechanism to stimulate and release the vitality of enterprises and enhance their market competitiveness, the central government put forward the idea of reforming the state-owned capital investment and operation company system. The reform of the state-owned capital investment and operation company system is a topic of widespread concern in China's current state-owned enterprise reform, and it is also the most popular event of state-owned capital reform. Based on the analysis of the development status and existing problems of the management system of central enterprises in China, this paper expounds the significance of piloting the reform of the state-owned capital investment and operation system of central enterprises, and combines the current practice of deepening the reform of state-owned enterprises in China. The operation mode and implementation approach were discussed, and policy suggestions were put forward.
