Causal chain of “government decision-risk perception-coping behavior-social conflict” is involved in many social conflicts. Numerous studies have proven the theory，but the mechanism of the influence path has not been addressed extensively. In the context of social stability in China，we explain the influence path of “risk perception-coping behaviors” from perspective of collective behavior，propose the conceptual model，with hypotheses tested. In the end，we also put forward some recommendations to improve the social stability level of China.
