Panjin city in Liaoning province has essentially realized balanced development in the realm of compulsory education，and has effectively put an end to the phenomenon of choice of schools。This reality embodies the educational thought and aspiration of Wei Shusheng，the former director of Bureau of Education of Panjin city，which has kept developing into effective institutional arrangements conceived to promote balance and put an end to choice of schools，and thereby providing valuable experiences of promoting balanced development of compulsory schooling for the whole country. This investigative study provides an appraisal of the fruits of the implementation of relevant policies and an analysis and summary of existing problems，and on this basis suggests measures to be taken.
