义务教育均衡发展的核心在于教师队伍的均衡,教师队伍能否均衡的重点则取决于能否实现教师流动。我国许多地区已开展实施教师流动政策,但政策内容不一,效果也存在一定的差异。本文试图通过对全国各地教师流动政策的梳理与实例研究,寻求有效推进义务教育阶段教师流动政策的方法与手段。
<<The balanced placement of schoolteachers plays a crucial role in ensuring the balanced development of compulsory education,while the balanced deployment of schoolteachers depends primarily on the fluidity of the corps of schoolteachers. In a number of regions in our country,policies aiming to promote fluidity of the deployment of schoolteachers have been initiated. However,such policies vary in their content and effects. This article attempts to make an overall review of these policies initiated in various regions,with special attention paid to case studies,so as to find out effective ways and means for promoting the fluidity of schoolteachers employed by schools providing compulsory schooling.
