    地方教育制度创新的新进展

    摘要

    随着《国家中长期教育改革和发展规划纲要(2010~2020年)》的颁布,我国将迎来教育制度创新的活跃期。从全国范围来看,地方的教育改革和制度创新的案例日渐增多,这些案例以解决现实教育问题为创新来源,以提高公共服务的品质为核心价值,致力于改善公共服务、建立多元合作关系。为此,要重视教育改革的启动机制、改革的策略和路径,以及改革的动力机制。依法行政、依法办学,借鉴外来经验、因地制宜地解决教育难点和热点问题,从而建立教育改革的可持续机制。

    Abstract

    With the promulgation of the National Guidelines for Educational Reform and Development Program,the dawning of an enlivened period of institutional innovations in the educational sector is expected. Looking for good initiatives in the realm of educational endeavor,examples of institutional innovations are increasing day by day. Case studies of these examples show that the sources of innovation lie in an attempt to solve actual educational problems,and to raise the quality of public service constitute their core values,with efforts directed to the improvement of public service and the establishment of pluralistic cooperation involving several partners. Accordingly,it is imperative to pay due attention to the following points:the mechanism of initiating educational reform,the strategy and path of reform,and the motivation mechanism of reform. Besides,efforts should be made to exercise administrative power according to law,to manage a school according to law,to solve difficult problems and hot issues in light of local conditions,and thereby instituting a sustainable mechanism for educational reform.
