2010年,“入园难、入园贵”的声音仍然不绝于耳,学前教育成为全社会关注的热点问题。《国家中长期教育改革和发展规划纲要(2010~2020年)》的颁布,国务院有关学前教育新政的出台,使中国学前教育事业开始进入一个新的发展历程。然而,如何保障全体幼儿公共教育的权利得到维护,国家学前教育政策的落实不走样,需要进行理论创新,界定一些重要概念,并在实践中进行探索。
<<In 2010,people still kept complaining:“How difficult it is to procure a place in a kindergarten for a child,and how expensive it is!”,and early childhood education had become a hot issue with widespread concern shown by the entire society. However,the promulgation of the National Guidelines for Medium-and Long-term Educational Reform and Development Program and the new policies concerning preschool education recently released have brought early childhood education in China into a new stage of development. Nevertheless,it is imperative to engage in theoretical innovations and define a number of important relevant concepts as a prerequisite for ensuring that all young children of the relevant age group enjoy the right to receive public early childhood education and ensuring that the state’s policy on preschool education is not distorted in the course of implementation,and pave the way for making explorations for good practice.
