Since 2019，Guangming District of Shenzhen has taken strengthening and innovating grass-roots social governance as an important content and basic livelihood project of enhancing the modernization of grass-roots governance system and governance capacity. It has focused on a series of difficulties in the development of the District，and has systematically built a “500-meter service circle for the people”，which integrated appeal service，legal service and psychological service as a whole. It has actively responded to the diversified demands of public opinion，and has effectively solved 99.96% of the people’s demands within the District，which effectively prevented and reduced the generation of social contradictions from the source. It is known as the inheritance and development of “Fengqiao Experience” in the new era，and the innovative practice of solving the social governance of mega-cities，which provides a replicable and promotable “Guangming model” for Guangdong Province and even the whole country. This report deeply digs into the background of the emergence and development of “Guangming model”，and focuses on analyzing and summarizing its specific practices，and puts forward future prospects，in order to provide some reference ideas for provinces and cities in the field of social governance innovation and exploration.
