General Secretary Xi Jinping has pointed out：“The family is the basic cell of society，when families are harmonious，the society could be stable.” Emotional family disputes are difficult to predict，if they were not resolved in time，they are easy to deteriorate and escalate，and finally could evolve into criminal homicide cases，resulting in adverse social impact. In order to effectively prevent and resolve emotional family disputes，Bao’an District Party Committee and Government seized the “small incision” of family harmony，and focused on the mediation of emotional family disputes. They have comprehensively established the whole process closed-loop working mechanism of source prevention and resolution，rapid emergency disposal and afterwards care and assistance，and have built the first intelligent joint mediation system of emotional family disputes in China. It has formed a new social governance mode of promoting social harmony with family harmony.
