These innovations include that the funds for government’s purchasing of social work services should be incorporated into the financial budget；those who uses the service should be the one who purchases；differentiating purchase by different fields，and standardized purchasing according to service demand and so on. Through the establishment of supporting systems such as building the social work talent pool and rank salary system，and building social work service project pool and evaluation mechanism，Shenzhen has improved the dynamic supervision mechanism of social work talent and social work service，which has ensured the professional and specialized development of social work. By standardizing and cultivating social service institutions，Shenzhen has emphasized the responsibility of the main body in government purchasing services，and has enhanced the ability of social service institutions for undertaking government’s purchasing services，and has created a good ecological environment for social work services，in order to promote the improvement of the quality of social work services in Shenzhen and to give play to the positive role of social work in social services and social governance.
