In order to implement the opinions of the CPC Central Committee and the State Council on Supporting Shenzhen to Build a Leading Demonstration Area of Socialism with Chinese Characteristics，and to build a benchmark city of people’s livelihood and happiness where the elderly could be nicely cared about，In 2020，Shenzhen successively issued the “Implementation Plan for Shenzhen to Build a High-level ‘1336’ Elderly Care Service System （2020-2025）” and “Regulations of Shenzhen Special Economic Zone on Elderly Care Service” and other laws and policies，planned and arranged ahead of time. Taking the national pilot project of home-based and community-based elderly care service reform as an opportunity，Shenzhen seized the major historical opportunity of “dual zone” construction and implementation of comprehensive reform pilot project. Shenzhen has grasped the key “window period” of elderly population development，and has responded to the implementation of the national strategy to actively respond to the aging of population，to comprehensively build a high-level elderly care service system.
